    The problem

    Intent is set in the boardroom and lost on the way to operations. Plans drift from the goal they were made for, decisions lose their reasons, and the know-how that ran a programme leaves with every posting, retirement and contract re-compete — while what stays often sits on a foreign vendor's cloud. For a state that is not a line item: it is capability rebuilt, continuity broken and decisions nobody can account for. The cost is execution as much as knowledge.
